Google has just opened its first corporate office in Pakistan, nearly four years after the company first registered as a liaison office in Pakistan.
Prime Minister Shehbaz Sharif inaugurated the office in Islamabad on Tuesday, August 18. He was joined by a nine-member Google delegation led by Wilson L. White, the company’s Vice President for Global Affairs and Public Policy. US Chargé d’Affaires Natalie Baker also attended this ceremony.
What Happened
The event marks Google’s shift from a liaison presence to a fully established local office. A liaison office allows a foreign companies to promote their products and explore business opportunities in a country, but it cannot generally carry out full commercial operations the way a registered local office can do.
Google first registered with the Securities and Exchange Commission of Pakistan (SECP) in December 2022. At the time, Google Asia Pacific Pte Ltd was issued a certificate under Section 435 of the Companies Act 2017 to open a liaison office in Pakistan. That registration followed government rules requiring social media and technology platforms to establish a local presence in Pakistan, a requirement that the Pakistan Telecommunication Authority has enforced since 2021.
At Tuesday’s ceremony, White called the office opening “a very special moment,” saying Google has been investing in and engaging with Pakistan for more than a decade. He linked the company’s plans to the government’s ambition of building Pakistan into a $30 billion IT export hub, though he did not lay out a timeline for this achievement.
Free Gemini Access for Pakistani Students
White announced that Google Gemini, the company’s AI assistant, will be available free of cost to Pakistani students for one year.
He framed the offer as part of a broader push to build the country’s digital workforce, noting that Google has already helped train more than 1 million Pakistanis through its career-certificate programs and school partnerships.
Google did not immediately detail how students can claim the subscription, what proof of enrollment is required, or which Gemini tier is included in the offer.
Economic Contribution and Jobs
According to figures White shared at the ceremony, Google estimates that its activities have generated more than Rs. 3.9 trillion in economic activity for Pakistani businesses and households over the past 10 years. The company also said its presence has been given more than 960,000 jobs over that period.
These are Google’s own estimates rather than independently audited figures, and the company did not specify the actual methodology behind them.
Chromebook Manufacturing in Khyber Pakhtunkhwa
Tuesday’s opening builds on a hardware manufacturing push that began in November 2025, when Google and local partners launched Pakistan’s first Chromebook assembly line at a facility run by the National Radio and Telecommunication Corporation (NRTC) in Haripur, Khyber Pakhtunkhwa. The venture also involves Tech Valley, a Google for Education partner in Pakistan, and Australia-based Allied.
The Haripur plant was built to produce between 500,000 and 600,000 Chromebooks a year, initially for Pakistani schools and educators. Officials have said some of that output could eventually be exported to other countries in the region.
White referred to the facility during Tuesday’s remarks, saying it reinforces Pakistan’s ambition to become a regional technology and export hub while supporting what he called AI-powered economic growth.
Pakistan’s IT Export Ambitions
Pakistan’s IT and IT-enabled services sector remains the country’s largest source of services-export earnings. State Bank of Pakistan data show the sector closed the fiscal year that ended in June 2026 with a record $4.6 billion in exports. That was a 21 percent increase from $3.81 billion the previous year, but it fell short of the government’s $5 billion target for the year.
Under the government’s Uraan Pakistan economic plan, officials are targeting $10 billion in IT and IT-enabled services exports by fiscal year 2029. The broader information and communication technology sector, which also includes telecom, is targeted at $25.1 billion by 2030, according to the IT ministry. White’s $30 billion figure was not tied to either of these published targets, and it remains unclear whether it referred to a longer timeframe or a wider definition of the sector.
Freelancers have played a growing role in recent export growth. Freelance earnings crossed $1 billion for the first time in the last fiscal year, central bank data show, making up roughly a quarter of total IT export value.
Skills and Developer Programs
Beyond the Islamabad office and the Chromebook line, Google and Pakistan’s Ministry of Information Technology and Telecommunication have signed a memorandum of understanding covering additional initiatives. These include training 100,000 developers nationwide, issuing 100,000 Google Career Certificates, and building localized AI tools, including Android-based services intended for public safety use.
Officials have also described plans for programs aimed at Pakistan’s gaming studios and startups, though further details have not been made public.
Google’s engagement with Pakistan predates this week’s announcement by several years. The company launched career-certification programs in the country in September 2022 and has since expanded its work with schools and teachers on digital-skills training.

For Pakistan’s IT sector, Google’s decision is likely to be read as a signal of confidence at a time when the government is trying to attract more foreign technology investment to support its export targets.
For students, the free Gemini offer lowers the cost of accessing AI tools that are increasingly used in coursework, research, and job preparation. For local hardware partners, continued expansion of the Chromebook line could support additional manufacturing jobs in Khyber Pakhtunkhwa, though the scale of any future expansion has not been detailed.
